saving xps document

How can I save the xps document to local client and to server?

You won't need Document Toolkit for that. If you have a Stream containing an XPS document, you can save it to local disk using the SaveFileDialog and you can use the HttpClient to post the bytes to a server.

I need to be able to open a pdf document from the server allow the user to add annotations and then save the pdf document back to the server with the annotations for later retrieval. I understand the concept of using the HttpClient to post the bytes to the server, but I am having issues with getting a Stream that includes the combination of the pdf and annotations.

Document Toolkit supports the concept of external annotations, that is annotations that are stored outside documents. There's no support for adding annotation to a PDF document.

Can I do this if I keep the format as a xps document?

XPS contents are stored in a ZIP file and you can add custom files if you want. Again this is something not natively supported by Document Toolkit.
